According to ASPCA Supervisory Special Investigator Annemarie Lucas, if it wasn't for the phone calls the ASPCA receives from concerned citizens who report cruelty, "we wouldn't know about most instances of animal abuse.”
According to a study done by the National Centers for Disease Control and Prevention, an estimated 4.7 million people are bitten by dogs each year. Of those, almost 400,000 of those dog bites are suffered by children and require medical care.
Some people obviously have nothing better to do with their time and money.
